I’ve been buying heirloom and other tomato seedlings from a small local gardener for the past few years and this year a good handful of the seedlings looked like this. Should I just pluck off the bottom leaves or is it not worth putting these in my garden?

That’s definitely a diseased ridden plant. I would toss it out and buy a healthy one.
I would bring it back and ask for an exchange. If they don’t, I wouldn’t buy from them again.
I bought a seedling with a branch that had leaf spot on it, and it was after a week straight of heavy rain. They immediately offered an exchange.
Looking at a couple of those leaves, it looks like that disease has been there long enough to cause scars.
