I found this at a store near where I am staying in Portugal today and decided to buy it, €14,26 so about $16.71. Is it a good price?

Norwegian farmed Salmon isn’t bad but I’d rather have a wild caught Alaskan Red, sockeye or king. A bit more expensive, not much, but I find North Pacific reds far more flavorful.

That’s a decent price. Here in the US Norwegian salmon retails for approx $10-12USD / lb or 19-22 EUR / kg

As someone who grew up in Portugal – I avoid salmon every time I am over there, except at sushi restaurants. That’s a package from Mercadona, based on the brand (Hacendado) and their fish quality is subpar.
Portugal has arguably some of the best fish in the world, I’d stick to local fish, or bacalhau (which is all imported from Norway). Also, whenever available, always go to the fishmonger and avoid packaged fresh fish (frozen is ok).
