Police have objected to a new three-floor Italian restaurant whose owner wants permission to open until 2am every day of the week.
The new venue could open at the site of a former restaurant which was shut down following 3am alcohol licence breaches and staff being aggressive towards police and Westminster City Council officers.
Mangia Tutto, which formerly operated at the Bayswater site, had its licence revoked in November 2025 over a string of issues raised by Metropolitan Police officers. At a visit on August 25 last year, council inspectors found customers eating and drinking outside the premises at 3.30am – three and a half hours after the venue’s licensed closing time.
When inspectors entered and identified themselves, a male reportedly became “hostile” and refused to provide details or the premises licence.

A new applicant, The Italian Lounge Ltd, has now asked for permission to open an Italian lounge at the same location — 94 Bishop’s Bridge Road. If approved, the venue would be allowed to open to the public and to sell alcohol until 2am every day of the week.
Police have raised concerns about the proposed late opening hours, especially considering the premises’ history.
In a written objection, PC Steve Muldoon said: “This is an application for a venue that has recently been revoked due to persistent condition breaches and trading after the venue’s terminal hour.
“The venue’s terminal hour at that point was significantly earlier than the time that has been applied for as part of this application. The conditions proposed are not strong enough to combat any potential crime and disorder that may occur as a result of the venue’s opening.”
PC Muldoon added that police needed to verify that the new application is not connected to the operator whose licence was previously revoked.
South East Bayswater Residents’ Association also said that they strongly oppose the opening of the new restaurant.
A spokesperson for the group wrote: “We most strongly object to this application, particularly the hours applied for Sale of Alcohol, Late Night Refreshment and the opening hours. The hours proposed are likely to impact on the licensing objectives due to noise and nuisance from late night activities.
“We consider any hours granted should be no more than Westminster’s ‘Core Hours’.”
Environmental Health and Bayswater Residents’ Association also opposed the application.
The venue would be table service only, with alcohol only served to seated customers, the applicant promised. CCTV would also be maintained on site and staff would be fully trained, it added. The applicant did not provide any further supporting documents.
A decision will be made following a Westminster City Council Licensing Sub-Committee tomorrow (Wednesday, September 2).
