What does this mean?

So I’m trying to make a second account using another free box code (don’t judge me, I’m a broke uni student) and it’s not working.

My roommate has been able to do it 3 times by just changing her name and using a TextNow phone number, but still using the same address and card info. However, when I try that, I just get this photo with a message saying “this voucher can’t be added to this order”.

Is it possible that they recognize my PayPal? (that’s what I use for payment) I thought they weren’t allowed to do that. I tried to change the address but still it didn’t work.

Any thoughts?
