The packaging of the pesto is significantly swollen, even though the use-by date is 28/02.

Normal for food that’s going off, yes but safe to eat likely not. I would strongly advise to not eat it.

It says keep refrigerated, I’d worry it had been left out or just went off early.

As someone else mentioned, some packages are really bloated when they come up to a high altitude place. If you’re not at a high altitude, it seems risky.

Sniff test. Pesto is just oil, cheese and ground basil and pine nuts. Unless the oil or cheese went bad, it’s probably fine, but does it SMELL bad?

I think it depends on a lot of factors, especially because it is in a plastic package like that. A bloated can, definitely not.
But for me, living at higher elevations, it’s super common. I just had breadcrumbs in a bloated package. It’s just a thing, and depends on where it was packaged.

Don’t eat anything in a bloated packaging. Guarantee there’s some micro organism in there that’s not supposed to be.
However, higher altitudes can make packages bloat. So, if you live on a mountain, that is different at sea level.
