Opened a brand new crock pot and dropped it about a foot off the ground. This bottom piece ended up chipping, and I still use the ceramic insert?

Others are saying it’s fine, but I’d be concerned. The chip on the bottom is the chip you can visibly see, you have no idea if any other micro cracks or fractures have potentially propagated through the rest of the crock. Heating and cooling would cause those tiny cracks to expand and contract which at some point could lead to a total failure of the crock.
I wouldn’t be worried about the thing exploding or anything, but I would be worried that any given cook could result in cleaning up a very shitty mess of broken ceramic and burnt food.
