Double Cup + wicking para cord transplant looks like a success!
A couple casualties lost to the potting up process.
I was concerned that my chillies has not grown for a while and was relieved to discover they had been focusing their energy on growing their roots instead of above the surface.
Looking forward to the explosion of growth now.
Note to self and others. Start in the double cup and not those canvas seed sacks that look like teabags with coco husk inside. A few of my seedlings has struggled to navigate their way through the canvas.

Your soil is way too saturated. it looks like you’re using compost. Either way, this soil is not well draining. The reason it trying to focus on root grow is because of root rot and un breathable soil.
If you want a wicking system you’re soil shouldn’t be able to get that saturated. You can also do this by just leaving water at the bottom with no wick for it. As soil drys water is pulled into soil
I do all my peppers in a double cup and it works beautifully. May I suggest gently that it can be way easier?
All you need is to slice the bottom edge of cup the main cup. I I give it three good slices so the edge is way more slice than the remaining pieces that hold it together. Pop that in a second cup with a few small stones and — that’s it. Start seeds, bottom water, grow plants. You can go all the way to harden off with the solo cups.
My success rate for healthy plants is 100%. (Germ rate is pretty high also). I use commercial potting mix with seed starter mix for the first inch.
I have some similar setups as an experiment because I was looking into self wicking 5 gallon buckets as options. They are doing well.
