What are these white looking larvae?

I’m planting tomatoes in straw bales this year. Started healthy seedlings and started transplanting earlier this week. I now have several plants that are wilting and have these little larvae jumping around in the soil at the base of the transplant. Any idea what they are and how to get rid of them?
