To me it kinda looks like an aji amarillo but I’m doubtful you just stumbled into that

I’m not sure what that is but peppers are basically ready to eat as soon as they’re done growing in size. They can be any color. For example, a jalapeño grows to full size and it’s green. And that’s when most people cut it off and eat it. But if you let it stay on the plant and fully mature, it turns red. It doesn’t get any bigger it just changes color. so to answer your question, yes, you can cut that off and eat it right now if you’d like. That’s perfectly normal and perfectly fine.
