Are Black spots on the stem a concern?? Attempting overwintering again…

I have three plants that are exhibiting black spots on their stems. Leaves have fallen off a while ago and the soil is from my beds. I did not use new potting soil, just dug them up as they were.
Not sure what is causing the spots. I’ve been diligent about not over watering. The soil is slightly moist if you dig a bit.
Any thoughts? Is it too late for neem oil or other treatments?
