So I planted a few seeds this year and it was clearly too late. I have this one survivor which I was hoping to keep going through the winter if possible. I've minimised watering but it's started to flower now – what should I do for the best?

If you let it overwinter in your (warm) living space, there is in my experience no need to prevent new growth, flowers or fruits or to minimise watering. Water the plant as usual (i.e. give it water when the top of the soil is dry) and if it grows any fruit, harvest it. Best would be to use a grow light, but it is not a must. Put it in the lightest place you can provide. A lack of light will result in useless growth, long branches with few leaves, but that is not really an issue. Just let it grow or cut it back if the plant becomes too large. In early spring, cut the plant back and put it into a bigger pot with fresh soil. It will then be in perfect condition for the outside once the season starts in late spring.

But, judging by the picture, your plant needs more soil now or you will have to water it everyday.
