How’s the temp been around you? Mine started doing this once nighttime temps consistently hit the 40s, peppers started to ripen prematurely. If that’s the case you might find that the flesh that the seeds grow from inside will still be green and tough.

Make a nice house plant. Small peppers do much better as houseplants than large peppers.

Mine did the same, then when I moved them from direct light for about 6 or 8 hours a day to 12 they started getting bigger
