Also it doesn’t have the same colour everywhere and is ripped apart on many places. Was the chef just rough with it or is this tuna bad?

Certainly didn’t cut it well… which if they don’t have that attention to detail, what other details (like more importantly cleanliness and freshness) are they overlooking?
That said, you could smell it and run your finger over it. If it doesn’t smell and isn’t actually slimy but just wet for some reason (maybe they rinsed it under water…?) it’s probably ok to eat… don’t take this as gospel though, don’t want to be blamed if you get sick!

What’s interesting is that I can see fat striations sort of like otoro(bottom right piece). Otoro looks wet and slimy because of the fat content. I won’t say you got otoro/chutoro because I’m not a sushi chef or tuna expert. This is too questionable for me to eat.

I eat some funny looking cuts on albertsons sushi on the regular n ain’t had a problem. But vinegar smell and slimey texture? Nah

I think they have someone inexperienced cutting the meat or a dull blade, doesn’t look bad to me.
