I'm trying to overwinter these potted tomato plants for a head start next season. They're under a grow light and are getting watered once a week. They're in 5gal pots and I also put jobes tomato plugs in the soil.
I've noticed the stems are turning brown. Otherwise the plants seem healthy.
Is this blight or some fungal infection?

Tomatoes are not a perennial.
Save a few seeds from your favorite heirlooms or grab some interesting seed packages and get a fresh start in the spring. You already have the grow lights.
Anything you can salvage by overwintering a tomato plant will be very quickly eclipsed by fresh vigorous growth on a new plant.
Also, to add. These two plants were exclusively hornworm food away from my garden (trying to do my part with helping native pollinators without destroying my garden). So they would get stripped clean and grow back over and over.
They are definitely survivors lol.
