Seems like some form of Mexican resturant based off the chips. This is how drinks are served on the streets in Mexico so I’m guessing they were trying to go for an “upscale” version of that

my elementary school had individual bagged milk. handing small children plastic bags full of milk was exactly as stupid and entertaining as you would imagine
