You didn’t post a recipe/play by play, but yes, bagels are supposed to be chewy.
If you don’t like how chewy they are, decrease the kneading, gluten or proofing time.

Yes, bagels are supposed to be chewy! I stg grocery store bagels are just the saddest plain white bread mushed into a circle. No chew, all give.

In my experience, if you’ve lost multiple boil and bake your bagels more or less right after you form them, you’ll get a far less chewy crust. Hubbs and I both prefer the chew (he is from NY, I just like chewy bread) of bagels allowed to rest overnight in the fridge before they are cooked. If you’re looking for something super soft like Sarah Lee that you buy in a tube at the grocery store, you can skip the boil entirely.
It looks and sounds like you made amazing bagels, but if you don’t love them, send them to me and I will dispose of them for you.
