I'm new to growing peppers. They germinated ~10 days ago. I have a grow light + small fan on them for ~12 hours each day. Besides that, I spray them with water in the morning. The temperature in my house is ~20 degrees Celcius.
I have the feeling that they are growing slowly, but not sure if that's really the case. Also, I'm unsure how much I should water them? Should I already start with fertilizing?
All help is appreciated!

They look good. I would lower the light and maybe run it for more than 12 hours. They’re looking like they’re stretching for light just a bit
They are a little leggy, put the light closer. Also those seed starters probably dont have any nutrients. After a few days you need to add fertilizer in your water. The first week is the slowest, they will grow faster
The look leggy
