I don’t consider myself an expert on tomato bugs, but these might be newly emerged aphids, although I don’t see any legs.
They could also be mealy bugs , but either way , you’ll be good with some Neem oil. (It’s organic & will smother bugs).
Just coat your plant with a diluted solution of neem and water as per the directions. (Either garden/hose-end sprayer or good quality spray bottle will do well).
Regular use of diluted Neem helps keep almost every insect away from tomatoes. If you see any little green worms, you need to get BT worm killer, though.
