    It’s hard to see, and could be surface rust or some mildew. Just scrub the heat deflectors down and run the grill hot for 20 minutes.

    It’s called seasoning, that’s what makes cast iron grates and pans non stick. Leave it or scrub it off it’s perfectly safe.
