    Definitely not powdery mildew. That would look more like someone dabbed corn starch onto the leaves with a cotton ball and be much finer and less bright white. These distinct granular looking things are probably insect moltings. It could be from the mites you see but I’d suspect there might be aphids present. Either way I would wash the plant thoroughly with a moderate spray of water like a kitchen sink sprayer and give it a few good applications of a neem oil horticultural soap product per instructions on the package. Typical it is something like spray thoroughly every 7-10 days at whatever the recommend dilution is, and you should repeat that 3-5 times to get any stragglers and more importantly successive generations of pests that lay have beem in eggs or cocoons and impervious to the earlier rounds of spraying.

    What’s on the soil on the second picture look to be small fungal fruiting bodies from fungus (tiny mushrooms) in the planting media. That’s probably fine and shouldn’t be an issue, but you could repot into something better draining if you’re concerned. Also the mites you mentioned seeing might be fungus gnats, which thrive in moist soil in similar conditions to those conducive for mushroom growth.
