It likely won’t until it can sense spring approaching. It will stay dormant in the greenhouse until conditions are optimal.
I’d just wait and feed in a few weeks when it warms up.

Sometimes I don’t have plenty come back until it’s been 90 degrees outside for over a month. Seems almost random.

I’ve found that increasing the humidity around the plants can pull them out of hibernation. Maybe put a plastic bag around it?

I’m gonna try leaving mine more like this for the upcoming winter (southern hemisphere here) I cut mine all the way back to a little stalk. Harvest hasn’t yet fully ripened but she’s looking like nice at the moment. She took a decent while to start showing foliage, her stalks went brown to lovely green first then a couple weeks to a month or so later started packing on foliage now she’s a beauty.
