Use a heat mat, hot peppers spout better when they are in warm soil. Also make sure that the soil remains moist, for example you can use a humidity dome for this.

Soak the seeds in a hydrogen peroxide solution for 12 to 24 hours. Use a 3% solution and mix it with distilled water in a 1:10 ratio. You can also lightly spray the soil with this solution every 3-5 days to prevent mold. Otherwise, I would generally recommend watering with distilled water till they grow their first two pairs of real leaves.
