To me it just looks like a piece of “kimchi pancake” aka kimchi paejeon

파전. Pa-jeon. Korean green onion pancakes! they are good. there’s kimchi and seafood varieties as well. Often served in small pieces as side dishes, or a full pie could be ordered as appetizer in many Korean restaurants.

I know people are saying pajeon (green onion pancake), but looking at the shiny texture, I think this is actually kamja jeon (potato pancake) that has other veg in it.
