I started my peppers a bit late—the weather's been warm for a while! How big do these need to be before I can transplant into their final 5 gal grow bags?

Those are fine size wise. Main thing is if you hardened them off to outside and if the low temps of the night are warm enough. Generally i do consistent 50-55 degree minimum lows.

Cold temps can stunt growth and cause early flowers. Don’t rush it.

Where are you at? You want to watch for when the average last frost date is in your area. Where I’m at it’s typically around Mother’s Day

Ideally, when they get too big for the pot, they are in and the roots are poking out the bottom. They don’t look big enough yet, I’d leave them. No need to rush!

That’s the disadvantage with using solo cups, you can’t see the roots

Some peppers do just fine in the same container. They’ll keep living but produce less and smaller peppers. Water and nutrients get sucked up fast though. Others just don’t do well when they are extremely root bound.

I would let them grow a bit more. Check the roots – flip upside down and lift cup, carfully! (at your own risk!).
Curious you don’t have 2 cups? But hole in the bottom?
