A whole muscle cut of beef only needs to be cooked on the exterior to be considered fully cooked. Nothing with a sear can ever accurately be called raw, and anyone who misuses the term can immediately be dismissed.

Hard to really tell from a pic, but that is exactly on the cusp of rare to medium rare. Most people who order medium rare would say that is undercooked I would guess, however that is exactly how I would want my steak done, and I usually order it rare because people almost always overcook it a bit (or a lot)

This in my opinion is on the rare side of medium rare; it looks delicious and nearly perfect.

If the outside is browned properly, there’s no such thing as a raw steak.
Browned on the outside means it’s cooked, and everything else is up to personal preference.
