Why is this happening? I poked holes underneath and the base layer was fully dry

That might’ve been the problem! Even with the holes, if the base layer is fully dry it’s just going to soak up the moisture from your second layer, causing it to crater. I’ve been waiting until the base just crusts over then do the second layer. Hope that helps!

Don’t let the base layer fully dry. The base will suck the moisture out of the upper layer and create these craters. You want it to just set for like 30 minutes or so and then do the next layer

Tbh, no one can really nail down the solution. We find what works, it works and then we think that’s the fix. 9 years doing this & even I can have it happen when I don’t expect it. What I stand by for my flooding especially with words, get it in front of a fan quick, I only fill words one cookie at a time and put it in front of my air source right away. Make the flood you use for puffy details just a little thicker & doesn’t hurt to try to scribe thru it to make sure your meeting gaps or holes in the RI.
I have a weird idea the icing I’m going to fill should also slightly not be completely dry, but 🤷🏻‍♀️
