Looks like Shirataki noodles made from konjak, a root vegetable. They are kinda like tapioca things. It is a real thing.
They sell something similar in grocery stores. Generally labeled as carb free. More than one serving might give you the squirts.

That kind of tool is commonly used to make 凉粉, liangfen, a Chinese dish. It’s just called a [凉粉刮刀](https://www.taobao.com/list/product/%E5%87%89%E7%B2%89%E6%93%A6.htm) I guess. But as other commenters have said, the jelly block in OP looks like Korean dotorimuk rather than liangfen.

There’s also knife cut noodles which are sliced off a roll of dough and boiled + fried and you don’t say no to that (then again I’ll eat anything with enough chili oil on it)
