Vista Cielo in York Street, Clitheroe, closed down in March last year and the building has remained there since, bar a three-month stint as an Italian restaurant starting the following month.

An application by Simon Dawson of Carlton Mill Company in King Street, Clitheroe, is seeking to turn the building into a mixed use of offices on the ground floor and three apartments on the first floor.

Mr Dawson previously submitted a different application, relating only to prior approval for the apartments, which was refused by Ribble Valley Borough Council in January.

A planning statement submitted as part of the new application said: “It is proposed to change the use of the property from a restaurant to offices on the ground floor and three dwelling houses on the first floor.

“The proposal also involves minor alterations to the exterior of the building to create an entrance door through a partly modified existing first floor window opening and the provision of obscure glazing to the lower panes of the first-floor windows in the rear elevation.”

The statement also said the plans supported the objectives of a sustainable development by helping to build a strong economy, creating communities by ensuring a sufficient number and range of homes can be provided, and making effective use of land.

It added: “No environmental or technical matters have been identified which would weigh against the development.

“In light of all the issues detailed within this Statement, the presumption in favour of sustainable development should be applied and the application supported.”
