Look under the curled leaves for bugs……… Aphids maybe

I would get a bigger pot and move them outside if the weather allows

If the top two inches of the soil are dry then it just needs a watering. My tomatoes look sad starting at the top when watering is needed. But make sure that is the issue cause you don’t wanna to overwater constantly

Move to a larger pot and I would get some grow lights since you can’t put them outside.

Maybe it’s because the soil is too salty to let the roots absorb any water and nutrients, try flush the soil several times if the drainage is good.
