It’s either a very fine grind or smeared. Fine grind is a style choice, smeared means there was something wrong with the grinder, such as incorrectly assembled, dull plates or warm meat. Either way it’s safe to try. If its smeared the texture will be mushy and all the fat will leach out when cooked. Either way I would be hesitant to go back to this butcher
