What am I doing wrong? How to promote more peppers?

Look at the size difference between a bell pepper and something tiny … If you wanted a higher yield you need more plants. Bell peppers are huge and take a lot of energy. Also your finger is converting a flower that is turning into another bell.
Looks like a beautiful plant keep doing what you’re doing.

You only get 5 or 6 per plant if your lucky. Two is definitely a bummer. Imo it easier to just buy them.

Pepper quantity is usually tied pepper size. It takes a lot of energy to make a big bell pepper so it will only have enough energy for a few at a time. Vs peppers like chilies that produce a small pepper that doesn’t require much energy to produce. so they produce lots of peppers with that abundance of energy.
Bell peppers only put one 1-3 at a time usually and there’s nothing you can really do about that. They’ll put on more once the first round is ripe or picked off.
The only way to get more at once is to plant more bell peppers
Your plant looks healthy and is producing good peppers so keep doing what your doing
