How to make nice “ploppy” cold foam (and if they’re possible to be made using oat milk)?

I keep seeing these type of cold foam, they look really nice, and I would like to make one at home just to try. Are they possible to make at home? What kind of ingredients are needed to make them look like they plop? I know fat is very important for them, but will it be possible to make them lactose free? Thanks a lot!
