SARATOGA SPRINGS, N.Y. (NEWS10) — A new Italian restaurant is coming to downtown Saratoga Springs by Siro’s owner Peter Spitalny and Executive Chef Noah Frese. Noah’s Italian is looking to open during track season in July, Frese told NEWS10.

Noah’s Italian will be located in the former The District space at 43 Phila Street. The restaurant closed in February 2024 after it was seized by the New York State Department of Taxation and Finance reportedly due to nonpayment of taxes.
After he took over as Executive Chef at Siro’s in 2024, Frese said sales drastically increased. He said he loves working at Siro’s during track season and wanted to open up his own restaurant.
“This has always been a dream of mine,” said Frese. “We’re super excited.”

43 Phila Street went through a redesign, said Frese. They kept the original 27-person bar and added a glass staircase going up to the third floor. Once Noah’s Italian opens, they’re planning on having an upstairs supper club, as well as a chef’s table in the back kitchen.
Before Siro’s, Frese was the Executive Chef at The Roosevelt Room in North Greenbush and the Executive Sous Chef at 677 Prime in Albany. He grew up in Albany and went to culinary school in Manhattan.
Frese said the Noah’s Italian menu is his spin on classic American-Italian dishes. The menu will include homemade pasta, Cacio e Pepe, Chicken Scarpariello, steak, veal chops, Chicken Parmigiana, pizza, and other Italian comfort food.

Frese said he wants the restaurant to feel like Carbone in New York City with a more elevated menu, but it won’t be fine dining. It’ll be a spot for guests to come every day without the “crazy price point,” he said.
The finishing touches are currently being added to Noah’s Italian and the restaurant will be open this summer, said Frese. It’ll be open six days a week for dinner and happy hour. Frese said he might expand to offer lunch at some point.
