This is just a thing that is not pizza using the word “pizza” in its name. That’s disrespectful to the name and reputation of pizza, but libel is a civil offense, not a criminal one.
Also, I would eat all of that and lick the plate when I finish.

Would definitely eat that. Seems to be Pizza of at least average quality, used as if it were a bun for a Burger, which is then garnished with more pizza ingredients. Closest thing to a crime I see here is the sauce on top, instead of inside, but that’s a misdemeanor at most.
In my estimate, there’s no crime here.
