Milkweed assassins. They’re supposed to help the tomatoes/keep other pests away. Their bite can be pretty gnarly to humans

Cut away all the dead leaves and spray with neem oil to get rid of bugs.

Leaf-footed bug nymphs. I’d get a Bugzooka to clear them out, and then start a weekly neem oil treatment. If that doesn’t help you might need to move on to insecticides, but avoiding that is preferable, for the health of your garden’s ecosystem.

They look like leaf footed bug nymphs to me. In my experience they make tomatoes appear spotty (red with green spots when ripe) and less juicy, but otherwise the tomato is still edible. I don’t think they’re responsible for all the dead foliage.

I had great success using a small hand vacuum to suck them up. If you start early in the season and are vigilant, you’ll get them under control

Well, first of all you need to learn how to water your tomatoes and like help them survive the heat… I live in Colorado and it’s over 100° many days here and my plants never look like that…
When you let your plants basically die while they’re growing all of the bugs attack them and they can’t resist it.
Bugs and other afflictions attack weak plants before a strong plant.
Grow your plants and let them be healthy… Do not let the leaves wither away and it’ll help.
At this point it’s way too late. That is a totally lost cause.
I just hope you have back up plants that you can put in the ground right now before it’s too late and you missed the season for an early fall harvest.

Once tomatoes blush from green to partway ripe you can bring them in and ripen inside. Saves them from critters.

Feed birds somewhere near your plants or garden, they love live game. 👍🏻 Also if it’s in a pot, it should be rather large one, try not to be letting it dry out.
