It could be a timing thing while they were growing, stunted at beginning and blasted to maturity… Just a thought.

Cayennes have tons of varieties. I’d check the heat level on one to make sure they’re hot at least.

I think it might have cayenne in it but the width is saying it’s not just cayenne

In pretty much all plants I’ve grown, there’s never complete, textbook phenotype uniformity. A lot can cause changes in size and shape of the pepper that isn’t related to its cultivar. I’d let the chiles ripen up and compare & contrast with others in the plant.
It could be that it’s a cross, but it could also be that some conditions were a bit wonky during pod development. A surprise, prolonged drop in temp, for example, gave me some off looking scotch bonnets a while back. The pods I got after the temp came back up looked typical.

I’d say cow horn or Italian long hot. Some think those are the same, I’ve heard different stories on it

Not all cayennes are skinny. I planted these the last two years and they are great.

The thicker top makes me think not cayenne but if it’s a cow horn, which is what I grow and what this looks like, they are plenty hot. If you were looking to make hot sauce cowhorns will work!

Are they all growing that size? Mine are a bit shorter and definitely thinner.
