Boil the pasta: Bring water to a boil in a large pot, add salt and pasta, and
cook until al dente. Reserve about a quarter cup of pasta cooking water.

garlic (optional). Fry for 30–40 seconds. Make the roux: Stir in one and a half tablespoons
of all-purpose flour and sauté until the flour loses its raw smell, about a minute.
