Ball valves should always be straighjt the flow path unless its a special valve. An example would be on a tote. You want opposite so you dont accidently open it while moving. Also there’s a chance it leaks by depending on how old it is or usage i guess.

Usually with a turn on and off like that congruent with the pipe is on. But before doing anything with that I would make sure that I find the first point of Disconnect and the on off to the house

The handle is (usually) keyed and only allows installation in an orientation that results in parallel = open / perpendicular = shut.
