It probably doesn’t have to be cooked, but I wouldn’t recommend it.

If you’re not 100% sure the package says it’s pre-cooked, probably don’t. Even things like flour can be unsafe to consume raw.

My guess is it’s SAFE to eat raw, since it’s not actually a seafood, and is more a prepared product. That said, I’d question how good it tastes raw.
