So this is my first time ever growing peppers. This flower has been on the plant since it was a bit smaller. So my question is, is did this guy get pollinated or not? Im not too stressed if it didn't, but just unsure how pepper plants work. I did give it a little shake when it opened up, but maybe not a good enough shake? What's the best way to get them pollinated?

It’s normal, just leave them alone. The whole thing will fall off naturally if it wasn’t pollinated or you’ll start to see a green tip poking through the petals if it was. If the peppers are outside, don’t worry about pollination. If they are inside, giving the plant a very gentle shake every couple of days while flowering will knock the pollen off. Healthy airflow will move it around.
The other comment is correct. Leave it alone. The white petals should dry and fall off, then the fruit starts growing. The flower stem is still green so it probably will grow a pepper now
