It simply got dried out on the edge. I would remove that part(cut it off in a thin slice), & get on with it.
As long as it smells ok.
P.S. that happens to me sometimes when my freezer bags get a small hole-i just cut that part off & move on(not even sure i have to, but it makes me feel better)

I mean to me it looks just fine, I’d use it at home. But its ground beef so not very pricey. Good rule of thumb, if youre worried, toss it.

Just cut off the dried part as cooking it won’t make it soft. It’ll just be a meat rock
