Our jalapeños (second batch this season) are only growing half sized before they're turning red. What's going on?

Needs more fertilizer. Look at the leaf color, it should be more green

I don’t think this is the case for you but I’m having similar issues and I think it’s because we had such hot weather that it stunted the growth of my peppers. I also probably didn’t give them enough shade during the heat wave.

I thought it’s a combination of a small pot and the heat of summer. The plant is getting too hot and the roots are getting too hot.

I always put this down to the mysteries of Mother Nature personally.
You can have 6 plants grown from the same seed stock and they’ll all grow differently.
Sometimes you’ll get small plants like this that don’t really grow, don’t produce and let you down – Even though you’ve treated the one that’s gone into beast mode exactly the same.
Juat take what you can. Don’t save the seeds from that plant and move on.
