Yea, it’s really really undercooked. But the reality is you’re expecting a lot from eating at sh1tty places. You’re better off just going to Costco and getting some ribeyes. You’ll spend less and you’ll eat way better. Once you realize the difference in quality you’ll never eat at shtty places like this again – unless it’s for waffles or pancakes.

You see those grill marks? That means it’s by definition not raw. It was cooked, but nowhere near to the medium you ordered. You just got a shitty steak that wasn’t properly prepared. It looks like this one has been frozen. Maybe a few times.

As much as I rail against the prevalence of chain restaurants in the US (Texas Roadhouse, Outback, whatever)….at least they can do a steak properly. I’ve never seen anything that looks like this.
