This is the bottom of my crockpot's inner pot. What is the white/brown stuff on the rim? Some kind of anti-slipping coating? Can I put this inner pot in the dishwasher?

That’s just the unglazed ceramic of the pot.
You can put it in the dishwasher, just like a glazed cup, but I prefer washing mine by hand.
