A nationally branded liquor store has finally won approval to open in Moore after months of uncertainty.
Total Wine Spirits Beer & More is hiring several full time and part time positions for the store, which is expected to open within weeks.
Oklahoma’s Alcoholic Beverage Laws Enforcement (ABLE) Commission denied the chain’s application in December because it initially formed the wrong type of in-state company. Total Wine applied as an LLP, a limited liability partnership, which conducts business similarly to an LLC, a limited liability company.
That type of business shields owners from more liability than if they owned the store outright. In Oklahoma, those companies aren’t allowed to have a box store liquor license.
Oklahoma state laws only let sole proprietors and general partnerships obtain liquor licenses. In other words, only individuals can own a liquor store; it’s a protection for mom-and-pop businesses who have already expressed concern about a nationally recognizable chain coming to the state.
Liquor store license approved after denial
After having their application denied in 2024, the company reapproached ABLE as a limited partnership, according to media reports. This allowed the company to move forward with hiring and final preparations to open the doors.
A disclaimer on Total Wine’s page for the Moore location notes that the store is independently owned by Panhandle State Fine Wine & Spirits, LP. Despite its new government name, the store can still do business as Total Wine Spirits Beer & More.
“It is not the same as other businesses which operate under the same or similar brand name in other states,” the disclaimer reads.
Where is Total Wine located?
Total Wine will be located at the Shops at Moore, the commercial development on the southeast corner of SW 19 Street and Interstate 35.
The company’s website boasts that it has nearly 300 “superstores” in 29 states and is the nation’s largest independent retailer of fine wine.
