Looks like aphids. Blast them with a hose every day, and look into ordering some lady bugs to feed on them. They can be found online or some garden centers sell them out of a refrigerator

You can spray rubbing alcohol on them but don’t over use it. It evaporates before it can affect the plants as long as it isn’t really saturated on there.
PREMIUM-PEPPERS
This is the recipe I’ve used for thousands of plants over the last 8 years: 1 gal H²O / 3 tbsp liquid soap / 2 tbsp pressed neem oil (pic) / 2 tbsp MgSO⁴
**Both liquid soap and MgSO⁴ must be fragrance and dye free.
Spray every 3 or 4 days, only at dusk if your plants receive direct sunlight. The oil/soap combo makes the leaves susceptible to burning. Don’t use the neem oil that you find at Walmart or whatever, this is the one you want to get.
