This I believe is a variant of the Cornish pasty. You can find fillings that go from the more traditional meat and potatoes to mole, al pastor, and even sweet versions like cajeta and arroz con leche.
It is most traditional in the state of Hidalgo but can also be found in adjacent areas like Queretaro and Edo. de Mexico.
