Anything can be fixed, the question is always “is it worth it?”
To properly repair this, you’d want to disassemble parts, sandblast or grind off rust, prime and repaint. It does look like some of the parts are rusted through though. That means either finding replacement parts or cutting and welding on new metal, auto body style. Totally not worth it in my opinion… And I’m a welder by trade. There’s an in-between option of wire wheel grinding off what rust you can see and slapping on some paint, but that really won’t add any life to the grill.
Personally, I’d ignore it as long as I could, then I would replace the whole thing when I couldn’t look at it anymore, or when it fell apart.
