I just purchased this and upon unboxing I noticed this bubbling on the front of the grill underneath the handle area. Is this to be expected, or should I be concerned what is going on underneath with the metal?

That’s a paint defect shouldn’t have made it to you.
We call that pick up where I work it’s dirt that gets kicked up in the oven from fans and then painted and baked under that paint.
