I am using the Ball Canning Guide Apple Butter recipe but just realized it says cider, not apple cider vinegar. Is it safe to sub ACV for cider? Or do I need cider?

If you used a total of 4 cups of vinegar it would taste vile

Double vinegar will probably alter the flavor a significant amount, along with the finished texture. (Safety aside) I would get cider.

In the “All New Ball” book there’s no vinegar in the fruit butters at all
Note that it is half the fruit but produces 3/8 the yield. I believe it’s because you render it down farther to achieve a similar flavor profile, due to no additional apple flavoring.
